100 kb is a comfortable limit for most photos once they are scaled to a sensible size. a 1600 × 1200 pixel photo usually lands around 90 to 150 kb at quality 70, so the tool normally only needs to nudge the quality down a bit. a full-size phone photo may also be scaled down, and the result line tells you what was changed.
signature scans, id cards and certificates are mostly flat color, so they compress far better as jpg than a camera photo does. if the portal also asks for exact pixel dimensions, run the result through resize image afterwards, then check the size again, because changing the dimensions changes the file size.

yes, the tool keeps trying until the file is at or under 100,000 bytes, and it shows the final size next to the file. if a site rejects it anyway, it may count 100 kb as 100 x 1,024 bytes the other way round, so try 95 kb for strict forms.
will my photo look blurry at 100 kb?
a photo at web size looks fine. a very large or detailed original has to give up more, and the tool lowers quality first and shrinks dimensions only if that is not enough. check the before and after slider before you download.
